Col. John P. Nicholson, Chairman, Major General L. L. Lomax, Major Charles A. Richardson, Lt. Col. E. B. Cope, Engineer, S. A. Hammond and H. W. Mattern, Asst. Engineers. Drawn by S. A. Hammond, 1903. It was made in 1903.
